Perfect Example:

Earlier today my brother headed to HEB to receive a Western Union money transfer in the amount of $315. He learned that the transfer was supposedly "made out erroneously with the sender's name the same as the receiver" but after a little research we discovered it was in fact, the Western Union favorite excuse these days,... "compliance issues". No one knows for sure what that means but I know that it has been the excuse given every time I have attempted to use the "service" that Western Union claims to offer when in fact they offer nothing but a complete waste of time and energy along with a huge headache. It is pointless to try and call Western-Union in hopes of understanding what has gone wrong as you will only become more frustrated and confused and will have wasted yet another hour or two of your time having accomplished nothing and speaking to someone that you cannot understand who repeats the same thing over and over until the call drops. I highly recommend that if you are needing to send money to someone that you find someone else to facilitate that transaction for you because Western-Union either can't or won't for a number of different reasons that each individual will be forced to find out the hard way if you choose not to follow my advice.
